Do they both nominate a candidate for a party? And why is the Iowa Caucus so important? Do all states have Caucuses?
Answer: A Caucus is a party meeting at the precinct level at which citizens express their candidate preferences and pick delegates to their county conventions. It's the lowest level of party politics: the real grass roots. These meetings, held in each of the state's nearly 1,800 precincts, typically draw anywhere from a handful of people in rural areas to hundreds in suburban areas. The reason these initial "votes" are so important is they determine who gets the financial funding for further campainging.

Answer: You ask a fair question. Let me show you how the process works. You ask whether or not a independent has to Caucus with one of the two parties. The technical answer is "no." An independent can go it alone if he/she wants, but is committing political suicide by doing so. Here's why. Before the start of each Congress, the two parties each gather their supporters together in a Caucus to distribute the seats in the next Congress. People live and die by their committee assignments. Each party will receive seats on every committee based on their proportionate strength in the chamber. So, if the Republicans control (for example) 60% of the seats in the chamber, then they get 60% of all the seats on every committee, plus they get all of the chairmanships of the committees. If an independent Caucuses with one of the parties, he/she will be one of the group and will get to request a committee assignment that is favorable to his/her career; and if that person has seniority can even get one of the chairmanships. This enables the individual to get the most out of being in Congress and better serve ones constituents. If the person does not Caucus, then, he/she gets what's left over when both parties have filled their quotas. This means a dog assignment that won't help that person at all. For example, if you are an independent from a state with heavy agricultural interests (like Iowa, Nebraska, etc), you'd probably want to serve on the Agriculture Committee. But if you're a non-Caucusing independent, your chances of getting a seat on Agriculture is nill. The Democrats and Republicans from agricultural states will have already gobbled up those seats. So your only hope of getting something good is to Caucus with one or the other party. The alternative is getting the stale leftovers rather than the fresh full course meal. Hope this helps.

What is a CAUCUS and why does it favor Obama over Hillary?

Everytime theres a Caucus, Obama is expected to win. He recently won the Wisconson Caucus. Why isnt Hillary expected to win a Caucus? Wait, thats the Wyoming right?
Answer: As noted in one of the above answers, a Caucus is a party meeting. There are some larger states that use Caucuses instead of primaries (or in addition to) -- e.g. Texas and Minnesota. Because it is a meeting, people need to be present at a set time and be willing to stay for an extended period. Furthermore, most Caucuses use some public form of voting -- either a sign-in sheet, a signed ballot, or standing. These two factors translate into two key element necessary to a good showing in a Caucus state -- enthusiasm and organization.. Enthusiasm matters because someone who does not strongly support a candidate is less likely to take the time necessary to attend a Caucus. Organization matters because a well-tuned organization can remind people of the need to clear their calendars and make sure that they get out to the Caucus. While in some states, Clinton has the support of the establishment that support is not unanimous. In other words, support from the establishment is close enough to give neither candidate an advantage in terms of the organizations already put in place by the establishment. In part, Obama planned his campaign around needing strong support in the February 5th (and later) Caucus states. He made sure that he had the people on the ground for these states. In addition, he has had the more enthusiastic campaign. On the other hand, Clinton planned her campaign around sweeping the early states and going for a knockout in the larger primary states (New York and California) on February 5th. In other words, she did not have the organization in place for the Caucus states. In addition, much of her supporters are less enthusiastic and solid than the Obama supporters. In short, the nature of a Caucus favors the type of campaign that Obama has run rather than the type of campaign that Clinton has run. If she had managed to do as well in the primaries as she had hoped, the weakness in the Caucus states would not have mattered. Since the primaries have essentially been a draw, the weakness in the Caucuses is becoming critical. One last thing to note about Caucuses (though it has nothing to do with why they favor Obama). The initial meeting covered by the media typically only elects delegates to a higher convention (depending on the state -- county, regional or congressional district/state). It is these later conventions which elect actual delegates to the national convention. As such, because delegates are only pledged to candidates, there is the possibility of the results of the later conventions altering the results intially announced. Other than Guam (and maybe Puerto Rico), all of the Caucus states have already held their initial "mass" meeting and will just have the later stages. While Obama did not win all of them, he did win most of them.

Answer: Black Caucus, Congressional (CBC), was formed in 1971 by African American members of the U.S. House of Representatives, with the specific aim of challenging President Richard Nixon's conservative civil rights and social welfare policies. Dominated through 2002 by liberal Democrats from inner-city districts, the CBC annually issued an "alternative budget" that called for increased domestic spending and military cuts. The Caucus lobbied for aid to Africa, sanctions against South Africa under its apartheid regime, as well as expansion of economic opportunities for African Americans. The CBC formed a nonprofit foundation in 1976 to carry out public policy research as well to hold conferences on issues related to the cause of black equality. In the early 2000s, the CBC was criticized for its lack of ideological diversity as well as its inability to work closely with moderate Democrats. This was the first race-based political Caucus to be founded in the United States. Founding- The Caucus was founded in 1969 by a group of black members of the House of Representatives, including Shirley Chisholm of New York, Louis Stokes of Ohio and William L. Clay of Missouri. Black representatives had begun to enter the House in increasing numbers during the 1960s, and the formation of the Caucus reflected their desire for a formal organization. Originally a "Democratic Select Committee", which was formed in January 1969, it was named the Congressional Black Caucus in February 1971 on the motion of Charles B. Rangel of New York. Founding members were Shirley Chisholm, William L. Clay Sr., George W. Collins, John Conyers, Ronald Dellums, Augustus F. Hawkins, Ralph Metcalfe, Parren Mitchell, Robert Nix, Charles Rangel, Louis Stokes, and Washington D.C. Delegate Walter Fauntroy. The first chairman Charles Diggs, from 1969 to 1971, landed on the master list of Nixon political opponents for his chairmanship.

How do I participate in the Iowa CAUCUS?

Where do I go to find information about the Caucus and how it works. Is there anything available to new voters?
Answer: If you live in Iowa you have resources such as your local election board. Each county generally has a registrar of voters. Call them on the telephone and ask. I am sure they will be happy to tell you. Any of the elected public officials offices can probably tell you. If you have a local chapter of the League of Women Voters call them. They would also know.
