Can the President kill whomever he wants so long as the target is monstrous and the public approves?
The emotional and Patriotic side of me rejoice that this monster is dead.................and my fellow Americans feel a since of closure.
But the moral and legal sides of me are compelled to warn that this business of the President deciding to kill people is very DANGEROUS and very UNLAWFUL.
This particular POPULAR killing can and likely will be used by, as precedent, by this President and his successors to kill on a whim.

Answer: Political assasination is technically illegal by executive order, but there are ways around it. And have been since before it was illegal. The most obvious is the military exception. If your target wears a uniform (as Gaddafi does) then he is not a political or private target, he is a MILITARY target. And we're allowed to bomb him mercilessly. As heads of state are often also the commanders in chief of the military the question has arisen about whether the military exception can be applied in such cases. The US has decided that no, unless somebody holds a formal rank in the nation's military then we can't just shoot them whenever we feel like it. Where it gets tricky is with terrorists who hold no allegiance to any country but are still considered combatants. They wear no uniforms. Many have no formal rank structure. Many are loosely organized, if at all. They are not accorded the rights of soldiers by the Geneva Convention, and in many cases are not accorded any rights at all. However, if they were involved in any way with 9/11 Congress has passed the joint resolution "Authorization for Use of Military Force Against Terrorists", in effect declaring war on them. Although the determination may not be precise, I don't think this assasination is technically illegal.
I know where you're going with this, and to a point I agree. Our current operations in Libya are patently unconstitutional, but I don't think OBL's execution was. At least as I understand the laws.

what do you think of my Korean unification idea the Democratic Republic of Korea?
the democratic republic of Korea is the name of the unified governments of the Korean peninsular north Korea (DPRK) and South Korea (ROK). the system of government would be ran similar to a democracy with a constitutional monarch. Kim jong IL would become the constitutional head of state but he would only be a figure head with no political power. some freedom of speech would still be restricted such as talking ill of the head of state. with this system of government the brainwashed North Koreans will still have there dear leaders and south Korea will still have its freedoms everyone is a winner. the head of states head would appear on currency similar thing to what happens in south commonwealth realms such Australia so if the unification were to happen today kim jong ils face would be on the currency. there will be a new tax called the Dear leader tax where 5% of everything sold and 5% of everybody wage is given to the head of state so that he still gets to live his rich lifestyle
i know a lot of people would prefer to see kim jong il dead but i thought this would be the best option if you wanted to avoid war

Really I put this in because it seemed a natural line to write. Not everyone has a name that enables a play on words.
Seriously though, South Korea is on alert, so I wonder what it means for the region. I think he has a son who might take over. It would be interesting if they had a revolution there too. Probably more of the same though. Any thoughts?

If Kim Jong Ill dies soon, will things get better in North Korea or will they get worse?
Something is up with Kim. He did not appear at the recent 60th Anniversary celebration for his country and a likely conclusion is that he is either seriously ill or already dead.
A military takeover could bring an even worse situation for the isolated regime. Or, maybe his death could bring more openness.
What will happen when and if he dies soon?
Answer: Since there is no clear line of succession and no known heir apparent it is hard to say...my opinion is a military takeover is likely and that is not a good thing.
