Answer: Well, from what I found, it looks like the criteria are subjective. There is no list. Each judge finds the books that appeal to them (of course they have to be well-written, good grammar, etc.), and then the panel corporately decide the winner from each judge's short list.
There are some things that factors that prejudice the judges, however. This book reviewer talks about them on this link.

The PEN/Faulkner Award for Fiction is a national prize which honors the best published works of fiction by American citizens in a calendar year. In 1974, her collection Diving Into the Wreck received the National Book Award for Poetry; Rich, however, refused the award individually, instead joining with two other female poets (Alice Walker and Audre Lorde) to accept it on behalf of all silenced women.
Answer: I've definitely never found or heard of any video or photos of this event, unfortunately. The most coverage I could find was a 1974 New York Times article on the awards, and I'd pay the $3.95 to read it if I thought it might have included a picture of her speech, but I suspect it doesn't. I believe she and Lorde took the stage together when they accepted it (I don't think Walker came).
The speech Rich delivered, written together with the other women, has been published in snippets and quotes in a few different places, but the entirety, as far as I know, can only be found in the books "Inviting Transformation: Presentational Speaking for a Changing World" by Foss (page 148) and "Women's Voices in Our Time: Statements by American Leaders" by Victoria Defrancisco (in the epilogue).
Too bad; one good thing about this age is that our living history is captured in all sorts of media. It would have really been something to see her deliver that speech live! Anyway, in case you don't have it, the gist of it was (patched together from several sources):
"We, Audre Lorde, Adrienne Rich, and Alice Walker, together accept this award in the name of all women whose voices have gone and still go unheard in a patriarchal world, and in the name of those who, like us, have been tolerated as token women in this culture, often at great cost and in great pain...We believe that we can enrich ourselves more in supporting and giving to each other than by competing against each other; and that poetry - if it *is* poetry - exists in a realm beyond ranking and comparison. We symbolically join together in refusing the terms of patriarchal competition and declaring that we will share this prize among us, to be used as best it can for women. We appreciated the good faith of the judges for this award, but none of us could accept this money for herself, nor could she let go unquestioned the terms on which poets are given or denied honor and livelihood in the world, especially when they are women...We dedicate this occasion to the struggle for self-determination of all women, of every color, identification or deprived class: the poet, the housewife, the lesbian, the mathematician, the mother, the dishwasher, the pregnant teenager, the teacher, the grandmother, the prostitute, the philosopher, the waitress, the women who will understand what we are doing here and those who will not understand yet...the silent women whose voices have been denied us, the articulate women who have given us strength to do our work."
(They ended up donating the $1000 prize to to the Sisterhood of Black Single Mothers in NYC.)

Answer: I saw the movie and I liked it. The actors aren't too old to be acting. Not as good as the first movie, but good none the less
The plot of the movie is that Ben Gates grandfather was being accused of being part of the assassin of Abraham Lincoln. He has to go out and prove that his grandfather is innocent by kidnapping the president to find the book of secrets that only the president's know about.
The stars are Nicholas Cage, Justin Bartha, Diane Kruger, Helen Mirren, Ed Harris and Jon Voight.
It didn't win any awards and it is worth going to see. Critics give it a 7/10 and I agree.

Answer: Life of Pi by Yann Martel won the Booker Prize. I loooved that one. Its such a bizarre story but its so accessible and warm. You really feel like Pi lives in your head at the end.
Or there's Middlesex by Jeffrey Eugenides which won a Pulitzer. He is known better for The Virgin Suicides which is also very good, but it doesn't have the same epic style story telling that Middlesex does. Its absolutely captivating.
Angela's Ashes won something, I forget what, but I love its stream of conciousness style, it makes it feel so much more Irish (if you can handle it, read Ulysses ASAP)But its also pretty much the saddest book Ive ever read.
I will also always go to bat for Stephen King, I love the horror genre though, but he writes other great stuff too!! Ever wonder why the Shawshank Redemption is such an amazing film? Its becasue they EXACTLY followed Stephen Kings story. Perfectly, Too the T. Play by Play.

I am only about 50 pages in, but what a tremendous book...I see why it won national book of the year awards back in the 60s.
Answer: The book is a history course in itself. The chapter on medical experiments was chilling. I still think of it as the best history book I ever read and it has been 40 years since I read it.

What is a good book for Reading Counts?
My teacher will not let us read books unless they are on this golden-rod sheet of the top 100 books of something. They are mostly old, classic books. I find them boring. The books can also be National Book Award for Fiction winners or finalists, Pulitzer Award winners of finalists, and other award winners and finalists. Please recommend any good books that you know fit these requirements.
