Answer: First you have to live in the area.
Second, most caucuses require you to register as a Dem or Repub before they allow you to vote. Which messes up those of us who really would like to just vote for who we think is best Rep or Dem. I guess I understand - it is their party's candidate let them choose, but many voices are muted due to parties.
I doubt they let you vote until after your b-day and a registered voter.

Why does Barack Obama do better in caucus states then Hillary does?
The democratic election process has been extremely close but one trend has emerged with Barack winning 9 of the 10 caucus states (Iowa, Alaska, Colorado, Idaho, Kansas, Minnesota, North Dakota, Nebraska, and Washington.) Whats more is that the margin of victory in these states tends to be much more convincing then in the primary states. Whats the difference that appears to favor Barack in caucuses?
Answer: A primary merely requires that you go to the voting booth and quickly cast a secret vote at any time during the day. It can be done on the way to work, during a lunch break, on the way home from work or (especially in those states with late closing times) after dinner. In other words, it is easy to do and does not take much time.
A caucus requires you to go at a specific time. It requires that you publicly reveal your vote by openly joining a group of your neighbors (and not joining other groups of your neighbors). Finally, it can take an hour or two of your time.
In other words, participating in a caucus involves a higher degree of commitment (either to participation in general or to a specific candidate). In this year's race, many Hillary supporters are not particularly enthusiastic. We may think that she is the best choice, but she is not an inspirational choice. On the other hand, Obama is inspirational and, as a result, generates a higher level of enthusiasm. That difference in the type of support and degree of commitment translates into Clinton doing better in primary states and Obama doing better in caucus states.
Of course, in the general election, voting is under the primary election rules.
Another distinction worth noting is that Clinton is doing better in the closed primary states than she is doing in the open-primary states.

Answer: Due to the HUGE number of people who showed up to their local caucuses in Minnesota, the people running them were a bit overwhelmed so they didn't always go as smoothly or organized as it should or could have. (They---the powers that be---promise it will be better NEXT time.)
