Not content with union protection measures already put in place by the justice department now Obama wants to issue wavers for failing school systems. That is not what is supposed to be done.

What are your thoughts on NO CHILD LEFT BEHIND?
No child left behind went into action January 1st 2002. It sets a standard score for standardized tests, and if schools dont meet this average score, they get funding taken away. If they dont meet it three years in a row, the government goes in and takes over. Am I the only one who thinks NCLB is doing more damage to schools than helping?
Answer: I think its bullsh*t. Every one should have a chance to learn, but a whole school shouldn't be held responsible for a handful of kids who don't want to learn. Also I think it is ludicrous that special ed students are held to the same standards as non impaired students.

How does the NO CHILD LEFT BEHIND Act affect children with special needs?
In New York, we take Regents but special education students dont have to pass all of them. They can just take the RCTs. And if they didnt pass the RCTs, they would just get the IEP diploma. Therefore, the No child left behind Act DOESNT affects children with special needs!
If I am wrong, please provide reasons that make sense. I want to know how the No child left behind Act affects children with special needs.
Thats not true. Kids in self-contained classes do take regents. Not everyone in self-contained classes is mentally retarded.
Answer: Exceptional students have been excepted from many NCLB requirements, but not all, and not permanently.
IDEA 2004 legislation set up a timetable for states to integrate special or exceptional student education into the standardized testing requirements of the general student population. Special education students will be integrated more and more into the standardized testing regime, but as with other parts of NCLB, it takes awhile to implement fairly.
Clearly, there have to be different standards for different students. While some disabilities can be overcome, or at least mitigated, many affect a student's every attempt at speaking, hearing, reading, comprehension, etc.
Are you irate that students with spinal disorders get to use motorized wheelchairs and those special doors that open when you press a button?
Also, to argue that special education students aren't affected by the NCLB requirements because everyone else has to take the Regents ignores the fact that you and everyone else can now see another division between special education and regular education students. Considering the way special needs kids get treated, I don't think this additional difference will have no effect on them.

What is the point of the NO CHILD LEFT BEHIND Act created by George Bush?
I really need to know what will happen if it ends. I heard alot of talk about Hillary Clinton wanting to end No child left behind.
Answer: The ultimate goal is to privatize public schools by showing that taxpayer money is wasted on publically funded school systems that don't work.
It is a ploy by a few corporations to make some big $$$$.
The reality of the situation is that private or public, some schools are going to fail. Corporations have not shown to be good stewards of the public interest, time and time again.

Why do critics call the NO CHILD LEFT BEHIND law an unfunded mandate that will harm low-income students?
Why do critics call the No child left behind law an unfunded mandate that will harm low-income and minority students?
Answer: By being mandated unfunded means that the local school will need to pick up the cost to teach children. May low income districts cannot afford to pay teachers to meet the mandated requirements as a result the low income students lose out unless they live in New Jersey. In New Jersey there is what they call the Abbott School Districts there are about 60 to 70 school districts. These districts are populate primarily with low income families and have a deteriorating tax base. The state funds their schools to the tune of 95% of their budgets. As a result the other state school districts have their state funding cut and to make up the difference to keep up with mandates the local school tax are excessively high. In my town I pay over $6000.00 a year in school tax.

Can I transfer to another public school through the NO CHILD LEFT BEHIND Act?
I want to go to this one highschool because all my friends go there and I know a lot of people there but I dont live in the district. Last year one of my friends didnt live in the district either, but she said she used the No child left behind act and she was able to transfer to the school she wanted. How do I transfer to the school through that program?
Answer: qw234 is wrong. There is a part of the NCLB law that does deal with going to different schools. If your home school is a "failing" school under the NCLB mandates, AND the school you want to go to is in your district, then you are allowed to transfer to it.
If your school is "failing" and the school you want to go to is out of your district, you may still be able to go to it if all the schools in your district are "failing" and that one is the closest school that is not failing.
You need to look into it all. Find out the rating of the schools and the boundaries of your district and if all works out, you then go the the district office and ask for a school of choice voucher, or an inter-district transfer, whatever is appropriate for the situation.

Does the NO CHILD LEFT BEHIND law ignore social development in students?
Some feel that the testing requirements attacted to the No child left behind law distracts on helping children learn social development skills. Some schools even cite that because of this they have seen an increase in suspensions and expulsions.
Please share your thoughts on this.
Answer: It ignores many things, social development being one. The fact that in a bell curve there will be those that won't be average is another. It had descent aspirations, but seemed to be created mostly by politicians for the purpose of 'doing something' and not created to help support teachers or students in the most effective way possible.

What are some current plans to reform NO CHILD LEFT BEHIND?
Hi, I was wondering if there are any proposed plans on reforming No child left behind, and if there are, how it would change NCLB.
If someone could provide me with which Congressmen and women are proposing plans and what they propose and a website or two, thatd be extremely helpful!
Answer: You could check the White House website.
Rep. George Miller has been heavily involved with "Nicleby" all along. See if his website has anything.
Another place to go would be the Dept of Education.
Here are things I've heard: expand it to include Social Studies and Science; fund it; expand options for dealing with schools that fail (so it's less automatically PUNITIVE).
Unfortunately, ending it isn't even on the table.
Oh, and I don't know if this has anything to do with NCLB or not, but there's a school grant program, where schools applied for grants, to engage in innovative reform. A bunch were awarded. The programs will be evaluated, and the best ideas taken to implement elsewhere. But that may be a different thing, unconnected to NCLB.

Can someone explain to me what NO CHILD LEFT BEHIND means exactly?
No child left behind, what exactly does this mean. I am getting conflicting views.
Thanks.
Brooke E- Has it occurred to you that he/she has a learning disability and is struggling?
Answer: As I see it, it pushes children to learn more, faster. It bases a lot on tests. Supposedly, the achievement gap will be equaled out for all students. The test scores for individual schools seems to be the real focus.. in my opinion.
I will give you this information and the link. You tell me what you make of it. My opinion... children are left behind, not because of the testing, which is the main objective, but because they don't honestly ALL learn and keep up with what is being taught. There is no way every child receives all the help and time they need.
Children are sometimes told the teacher doesn't have the time it takes to help each one individually. Some things will definitely depend on the teacher... some teachers really are committed to "teaching" and helping a child.

Proposals for reform
The Joint Organizational Statement on No child left behind[66] is a proposal by more than 135 national civil rights, education, disability advocacy, civic, labor and religious groups that have signed on to a statement calling for major changes to the federal education law. The National Center for Fair & Open Testing (FairTest) initiated and chaired the meetings that produced the statement, originally released in October 2004. The statement's central message is that "the law's emphasis needs to shift from applying sanctions for failing to raise test scores to holding states and localities accountable for making the systemic changes that improve student achievement." The number of organizations signing the statement has nearly quadrupled since it was launched in late 2004 and continues to grow. The goal is to influence Congress, and the broader public, as the law's scheduled reauthorization approaches.
Education critic Alfie Kohn argues that the NCLB law is "unredeemable" and should be scrapped. He is quoted saying "[I]ts main effect has been to sentence poor children to an endless regimen of test-preparation drills".[67]
In February 2007, former Health and Human Services Secretary Tommy Thompson and former Georgia Governor Roy Barnes, Co-Chairs of the Aspen Commission on No child left behind, announced the release of the Commission's final recommendations for the reauthorization of the No child left behind Act.[68] The Commission is an independent, bipartisan effort to improve NCLB and ensure it is a more useful force in closing the achievement gap that separates disadvantaged children and their peers. After a year of hearings, analysis and research, the Commission uncovered the successes of NCLB, as well as provisions which need to be changed or significantly modified.
The Commission's goals are summarized as follows:
* Effective Teachers for All Students, Effective Principals for All Communities
* Accelerating Progress and Closing Achievement Gaps Through Improved Accountability
* Moving Beyond the Status Quo to Effective School Improvement and Student Options
* Fair and Accurate Assessments of Student Progress
* High Standards for Every Student in Every State
* Ensuring High Schools Prepare Students for College and the Workplace
* Driving Progress Through Reliable, Accurate Data
* Parental involvement and empowerment
The Forum on Educational Accountability (FEA), a working group of signers of the Joint Organizational Statement on NCLB has offered an alternative proposal.[69] It proposes to shift NCLB from applying sanctions for failing to raise test scores to supporting state and communities and holding them accountable as they make systemic changes that improve student learning.

Are there any states besides Utah that does not participate in the NO CHILD LEFT BEHIND act?
Someone told me that the state of Kansas opted out of the No child left behind act, I wanted to know if it was true because I only heard that they were considering that option, not that they went ahead with it. If they did, how will this affect education in the state of Kansas? Where will they receive funding for education? Are the parents subject to pay more to send their children to public school or does this mean paying underpaid teachers less?
Answer: I wish Delaware would opt out of NCLB. The law is detrimental to the future of our schools. As a teacher, I spend more time gathering data for the FEDS and so little time planning and networking with my coworkers. I also know many individuals who are so concerned about their jobs that they teach to the test. This is nonsense. Maybe I should move to Utah!
