What problems make Guinea-Bissau make such a low HDI? How can there problems be solved?
Answer: Guinea-Bissau, one of Africa's smallest countries, is also among the poorest in the world. Despite some recent slight gains, the nation's advancement is still unacceptably slow, according to an independent report commission by the United Nations Development Programme.
Two out of three people in the country are mired in poverty, living on two dollars or less a day. Infant and maternal mortality rates remain wrenchingly high. Clean drinking water and sanitation are luxuries for many, even in cities.
A myriad of problems stand in the way of the country's progress. Among the obstacles: government corruption, a weak legal system that is not respected, mismanagement of public resources, a financial system hobbled by preferential funding, political instability and a stagnant economy, according to the report.
Unless the country enacts immediate political reforms, the report warns, the nation would be prolonging the suffering of its people. The international community, in turn, must link aid to significant government reforms and policy changes.

Answer: The land now known as Guinea-Bissau was once the kingdom of Gabú, which was part of the larger Mali empire. After 1546 Gabú became more autonomous, and at least portions of the kingdom existed until 1867. The first European to encounter Guinea-Bissau was the Portuguese explorer Nuño Tristão in 1446; colonists in the Cape Verde islands obtained trading rights in the territory, and it became a center of the Portuguese slave trade. In 1879, the connection with the islands was broken.
Since independence from Portugal in 1974, Guinea-Bissau has experienced considerable political and military upheaval. In 1980, a military coup established authoritarian dictator Joao Bernardo 'Nino' VIEIRA as president. Despite setting a path to a market economy and multiparty system, VIEIRA's regime was characterized by the suppression of political opposition and the purging of political rivals. Several coup attempts through the 1980s and early 1990s failed to unseat him. In 1994 VIEIRA was elected president in the country's first free elections. A military mutiny and resulting civil war in 1998 eventually led to VIEIRA's ouster in May 1999. In February 2000, a transitional government turned over power to opposition leader Kumba YALA, after he was elected president in transparent polling. In September 2003, after only three years in office, YALA was ousted by the military in a bloodless coup, and businessman Henrique ROSA was sworn in as interim president. In 2005, former President VIEIRA was re-elected president pledging to pursue economic development and national reconciliation. He was assassinated in March 2009; new elections are to take place in June 2009.
